While Chicago has onepetty crimehigher today than it was in the 1980s or early 1990s, still more dangerous than comparable cities:Ab 2014, Chicago had a violent crime rate 32 percent higher than New York and 44 percent higher than Los Angeles (although stillhalf(!) from cities like Detroit, St. Louis and Oakland). Neighborhoods shape behavior.
Brooklyn College sociologist Alex Vitale is skeptical of the power of police to reduce crime. He says you have to understand this in terms of the downward trend at the national level. "A generous reading would be that the NYPD may have done something to reduce shootings in New York compared to other cities," Vitale says. "It's not like they used stop-and-frisk to get the guns and that's why shootings went down, [and] it doesn't explain the 95 percent change in robberies or carjackings."
A better explanation comes in the form of the environment. This is an area where New York and Chicago are very different. Jargowsky, public policy researcher at Rutgers Universityfoundthat more than a third of all poor African Americans in Chicago live in census tracts with poverty rates above 40 percent, compared to 26 percent of poor African Americans in New York.
This concentrated poverty leads to what sociologists call the 'neighborhood level effect', where basically the environment you live in largely predicts behaviour, e.g.ExampleWhen Philadelphia single mothers were placed in low-poverty neighborhoods, their academic performance outperformed the control group in high-poverty neighborhoods. As Vitale explains, the concentration of poverty creates a culture in the streets where violence becomes endemic. If you're a teenager or 20-year-old in these settings, Vitale says, you need to demonstrate your capacity for violence so that you don't become "a constant victim," not because you want to be a predator, but because you want to defend yourself. "In New York, the neighborhood-level effect is limited to a few places," Vitale says, and clusters of concentrated poverty, like public housing, are a big source of gun violence. "But in Chicago, a third of the city is caught up in this dynamic." Because of this, Vitale says, targeting individuals doesn't work in the long run because it doesn't change the culture of a place. When a cohort ages due to violence, is imprisoned or killed, the next group of 13 or 14 year olds is ready to take their place. Structural poverty leads to structures
