These headlines obscure the fact that America's national crime rate is so high today.almost halfthan it was at its peak in 1991. New York City hasfar from“To be one of the most dangerous cities in America, to become one of the crime-free metropolises in the developed world.” In this, as detailed by the criminal lawyer Franklin Zimring of the University of California, Berkeley, in his bookThe City Made Safe: New York City's Lessons for Urban Crime and Control,New York is a special case: from 1985 to 2009, homicides fell 82 percent, assaults fell 67 percent, and burglaries fell 86 percent. While Chicago has onepetty crimehigher today than it was in the 1980s or early 1990s, still more dangerous than comparable cities:Ab 2014, Chicago had a violent crime rate 32 percent higher than New York and 44 percent higher than Los Angeles (although stillhalf(!) from cities like Detroit, St. Louis and Oakland). By comparing crime in New York and Chicago, you can get to the bottom of America's central questions about how cities do or don't develop, how communities integrate and isolate, how violence is transmitted between people, and ultimately instance, how environments affect behavior. While academics, commentators, and others have proposed explanations for why a city may or may not be declining in crime, byabortionAIt's the police, silly!— there are few empirically rigorous answers. we come to Because.
Neighborhoods shape behavior.
Brooklyn College sociologist Alex Vitale is skeptical of the power of police to reduce crime. He says you have to understand this in terms of the downward trend at the national level. "A generous reading would be that the NYPD may have done something to reduce shootings in New York compared to other cities," Vitale says. "It's not like they used stop-and-frisk to get the guns and that's why shootings went down, [and] it doesn't explain the 95 percent change in robberies or carjackings."
A better explanation comes in the form of the environment. This is an area where New York and Chicago are very different. By cheap flightssystemic residential discrimination, zoning laws, theisolatethe poor and aLong listAside from other factors, Chicago has enormous amounts of concentrated poverty, particularly for African Americans; this is one of the main causes of black poverty.Andersof white poverty. 2015learnby Paul A. Jargowsky, public policy researcher at Rutgers Universityfoundthat more than a third of all poor African Americans in Chicago live in census tracts with poverty rates above 40 percent, compared to 26 percent of poor African Americans in New York.
This concentrated poverty leads to what sociologists call the 'neighborhood level effect', where basically the environment you live in largely predicts behaviour, e.g.ExampleWhen Philadelphia single mothers were placed in low-poverty neighborhoods, their academic performance outperformed the control group in high-poverty neighborhoods. As Vitale explains, the concentration of poverty creates a culture in the streets where violence becomes endemic. If you're a teenager or 20-year-old in these settings, Vitale says, you need to demonstrate your capacity for violence so that you don't become "a constant victim," not because you want to be a predator, but because you want to defend yourself. "In New York, the neighborhood-level effect is limited to a few places," Vitale says, and clusters of concentrated poverty, like public housing, are a big source of gun violence. "But in Chicago, a third of the city is caught up in this dynamic." Because of this, Vitale says, targeting individuals doesn't work in the long run because it doesn't change the culture of a place. When a cohort ages due to violence, is imprisoned or killed, the next group of 13 or 14 year olds is ready to take their place. Structural poverty leads to structures
Shooting is contagious.
According to Yale University sociologistAndreas PapachristosIn Chicago, most gun violence does not occur between strangers, but within networks of people. As reported by Science of UsBeforeFrom 2006 to 2012, 70 percent of all nonfatal gunshot injuries in Chicago occurred in a network that made up less than 6 percent of the city's total population. And 89 percent of those victims were part of a single social network of 107,740 people. This shows how gun violence, like smoking or obesity, spreads between people through "social contagion." Symbolic motives such as revenge, the search for status and collective memory drive gang shootings. While no one has yet conducted a social media analysis of the New York shootings, one might conclude that the city's less concentrated poverty, spread across the five boroughs, could mean the city's social media is less prepared to the social contagion than Chicago, although that is the case, my speculation remains until the data is available. A city cannot fight its way out of gun violence due to its interconnected nature, says Papachristos. Changing a network means changing a community. Briefly Papachristossuggeststhat could set up location-based interventions similar to those that have proven so successful in combatHIV, and that the city could send trauma specialists in addition to sending police officers to families who have experienced gun violence, since an immediate response can reduce the chances of entire families being caught.expected. Other cities have demonstrated small-scale network interventions. In Richmond, California, aprogramwhich targets the 50 young men most likely to shoot or be shot and offers them mentorship and a monthly stipend in exchange for staying out of violence and sticking to a "life plan" of their ambitions, has led to a 70 percent drop in homicide rates from 2007 to 2014. DeVone Boggan, the founder of the Richmond program, told me that his program specifically targets people at the center of gun violence and tries to "incorporate" them. so they can get involved in social services. This would also reduce the cyclical and network contagion of violence. A similar feature also informs thenew york policeStrategy: D

There are so manyexplanationsWhy crime has dropped, particularly in New York, may seem like a case study.narrative error, that deeply human tendency to find clear causal explanations for why things happen in retrospect. Among all these correlations and statistics, it is clear that criminology is a high-risk branch of the social sciences where more empirical research is needed. But it seems that people involved in gun violence react like other people to their environment: the people they meet, the places they live. If this toxic and destructive behavior is to change in the long term, the context that causes it must change. a.
